GIVE THE WAY TO SPRING
 The hydro-meteorologists' forecasts are as changeable as this year's spring weather. First frost, then thaw. Nevertheless the spring is coming, and together with it are possible surprises. The water chaos is unpredictable. The authorities are trying to foresee all the situations to provide a safe drifting of the ice. For coordination of actions a city operations group was established.
Deputy City Head Vladimir Vilchikov was appointed Chief of this group. Among group members there are heads of the Board of Civil Defense and Emergency Situations, different enterprises and district administrations.
A lot of services are involved into liquidating consequences of the flood - such as heavy artillery, transport, health service and others. To convince the population that all the taken measures are serious, the authorities arranged a show of rescue means. The lifeguards demonstrated what they have for liquidating blocks, for transporting people from places of flooding and for saving property. It was an impressive parade. Let us pray that nothing out of this armada will be used.
THE FLOOD WILL BE ROUGH
According to the forecasts of Kemerovo hydro-meteorological center, this April will be 3-4 degrees warmer than the last year's one. And that's why the drifting of the ice will start earlier. In the City Hall there was a press conference during which the specialists of Life-Saving Service informed journalists about the readiness for this event.
THE FURIOUS KONDOMA
BROKE A SUSPENSION BRIDGE OF VALUE 2 MILLIONS RUBLES
 In the south of Kuzbass there is a flood. Abundant rain and warm weather caused a strong melting of the snow and filled small rivers with rain and thaw waters. Rough dirty yellow streams went to the Kondoma and Tom, which overflew their banks and flooded towns and villages. Under water - sometimes a meter high - there were houses and the whole streets in Osinniki, Kaltan, Malyshev Log, Novokuznetsk, Mezhdurechensk… But especially Tashtagol district suffered because of the furious chaos. Streets of Tashtagol, villages Mundybash, Uchulen, Centralnyi, Chugunash, Kalary, Kabyrza and others are flooded.
The road Novokuznetsk-Tashtagol and houses near it are shrouded with thick and white fog, which is like milk. The rough streams of the rivers and the steam, which is rolling over them, remind of a pot with boiling dirty and muddy mixture. Out of the fog there appear expensive cars with mountain skis, which are fixed on the boot. These are holiday-makers who are trying to slip through the road which is sometimes swamped by the streams of water. The road workers try to fill up holes with broken stones and to strengthen the riverbanks with concrete slabs.
On the road, which is simultaneously the bank of a seething stream, there is an excavator. Young driver of the car Grigoriy Idigishev is cleaning the river from the icy captivity. The ice does not let fast and muddy waters flow freely along their channel. That is why there is a real flood in the streets of Chugunash, which is situated above. The water carried away potatoes out of the cellars, flooded jars with pickles and other provisions. Chugunash school is flooded and there will not be any lessons until the water goes down.
 You have to go over the water barrier when you come into Tashtagol. There was a similar flood many years ago but this one seems to be much stronger.
The water started rising on April, 13. Closer to the evening there was a sudden leap. And at night from April, 13 to the 14th the rivers burst. Even the small and harmless river, which is called the Dunai by Tashatagol residents, turned into a seething stream within minutes. While the critical level of the water is 3 meters 20 centimeters it reached 5 meters 60 centimeters, in Tashtagol. In the zone of flooding there were several streets, a kindergarten, school, a motor transport and mining department… The number of flooded houses is more than a hundred. The situation is changing every hour.
At night the furious Kondoma broke a suspension bridge of value 2 million rubles. "Where are we going to look for it?" - asked Vladimir Makuta, the City Head. He and his group have not slept for three days, going round flooded places and giving directions about liquidating consequences. To help Tashatagol people, special groups of the Ministry of Emergency Situations from Kemerovo and Mezhdurechensk arrived.
In the district 12 bridges are supposed to be broken but there might be more, as there is no connection with some villages, the number of which is 102.
Tired Valdimir Makuta makes his recurrent rounds. In the streets there are huge ice pieces, thrown out by the Kondoma. In Partizanskaya street there is the whole sea. From one of the houses the streams swept away "Toyota". "Catch it in Novokuznetsk now!". Electricity lines are also swept away, in the city reserve substations are working.
The inhabitants of Partizanskaya hoped that they would escape the flood. "There was no water even in the cellar!". And suddenly at night from April, 14 to the 15th the water came. And so fast that it was a meter high from the floor. Nina Grigoryevna Shiryaeva was the first to wake up. She managed to break the window and go out. The woman rushed to wake up her neighbors - Sergey and Galina Leontyevs. Those managed to save cows and pigs but hens, mixed feed and hay as well as their property drowned. "Wait for the commission, we will reckon up the damage", - says Vladimir Nikolaevich to those who suffered because of the flood. Near flooded houses there are militia people - guards of order protect houses, which are left without hosts, from looters.
Inhabitants are evacuated from the zone of flooding into the club "Miner" where they are getting hot food. Children and lonely old people are placed into hospitals. On the upper hills there are enclosures where the cattle has been raised. But the people cannot stay in buildings for a long time: they are standing near dirty yellow streams, looking how those are washing round their houses.
The exploders who fought with blocks in Kabyrza have just come back and at once rushed to another "small river" which became "large water" within minutes. There is a true battle with the chaos. All the enterprises readily gave the equipment and people. The decisions are made promptly. First the piers of one of the bridges were fixed with the help of broken stones. It was decided that it was not enough. And at once concrete plates, which were lying in the streets, were found - it was not important whose they were, the payment would be done later. The most vital thing now is to keep the bridge.
In Makuta's room there are people who came from the same Kabyrza. They are giving the information about the situation. Huge ice-hummocks blocked the road and barred the way for the safeguards' cars. Local farmer Yuriy Kruch gave all his equipment to help them. The water in Kabyrza streets is one and a half meters high, the inhabitants are using boats. Ice hummocks on the riverside have reached two and a half meters… But food and flour were delivered in Kabyrza beforehand - that will be enough for 3-4 days. The authorities reckoned up the damage, which was done by a furious water artery, and it is approximately 6.5 million rubles…

Yesterday the Governor held a conference of the Flood Regional Commission.
According to the report of the Main Board of Civil Defense and Emergency Situations in Kemerovo region, the situation in Tashtagol has normalized. The level in the river Kondoma descended for 60 centimeters during the night. In the district of flooding there is repair and restoration work.
At the same time the situation has become worse in Novokuznetsk district, Kaltan and Novokuznetsk. Villages Malyshev Log, Kuzedeevo and several streets in Novokuznetsk are flooded. The situation is complicated by warm weather and non-stopping rain.
To sum up, yesterday there were 1300 houses in the zone of flooding. More than 500 people have been evacuated. They have been all placed into safe buildings and are getting hot food. Moreover, the militia people are on duty around hours for protecting the residents' property and keeping public order.

FORMIDABLE FLOOD

 The warm weather and the rain which has not stopped since the evening of April, 11 provoked a rough flood in the south of the region. Because of an intensive melting of the snow the level of water rose in the rivers Kondoma, Mundybash and their tributaries. The situation in southern towns and villages has become complicated. In the zone of flooding there are not only houses near the river but also the whole dwelling micro-districts with tall buildings and enterprises (for example, telephone station #22, Central Hospital, the bakery in Tashtagol).
You can come to them only in a large lorry or in a boat. Moreover, some roads are swamped and 12 pedestrian bridges are swept away. Because of the flood the drivers have to go round to get to necessary places. Inhabitants of village Malyshev Log (the territory of city Kaltan) seriously suffered. The urgent evacuation of the population from the zone of flooding to schools #29 and 22 started at night. Village Ust-Shalym was left without electricity, yesterday in Kaltan there was no telephone connection.
Measures, which are taken in connection with a formidable flood, were the agenda at the briefing that took place in the Main Board of Civil Defense and Emergency Situations in Kemerovo region.
- After Tashtagol we have been expecting the second wave of flood in village Kuzedeevo of Novokuznetsk district, in village Malinovka (city Osinniki) and village Malyshev Log, - said Alexander Naumov, the Deputy Governor and at the same time the Head of the Regional Anti-Flood Commission. - Since April, 15 in the south of the region there has been working Kemerovo rescue group, equipped with all necessary things including different cars, boats and a field kitchen. We are feeding the population, which has been evacuated from the zone of flooding. Those people who have not left their houses are regularly getting fresh bread and water. Different services such as the militia, ambulance and lifeguards are on duty around hours. The governor gave 1 million rubles for reconstruction of buildings, destroyed by the chaos. The roads and pedestrian bridges will be fixed. We will use special equipment and materials for that.
Now we are starting to examine the houses, which have been destroyed by the flood, and to reckon up the damage. Every family, who has suffered, will get necessary help both from local and regional authorities. Unfortunately, soon the level of the rivers in Novokuznetsk, Krapivino and in the north of the region will rise. The weather forecast for the nearest day is unfavorable - rain.
